Apple's 7 most stubborn decisions

Apple's legendary strong will has led to some puzzling product designs and choices -- some of which ultimately became trends, and others that decidedly didn't.

Apple's obsession with a one-button mouse dates all the way back to the 1983 release of the Lisa, the company's first PC to ship with a mouse.

According to Walter Isaacson's biography of Steve Jobs, the late Apple co-founder insisted on a one-button mouse for simplicity's sake. The three-button mouse Apple saw Xerox demonstrate was too busy and confusing, Jobs argued.

Jobs was so insistent that people use the mouse, that he designed the Macintosh without arrow keys. But as with the arrow keys, Apple eventually relented on right clicking.

With the proliferation of Microsoft Windows, which embraced the right click, Apple eventually enabled users to CTRL-click to simulate a right click. It then began to support right-click mice with Mac OS 8, which debuted in 1997. And with the 2005 introduction of the "Mighty Mouse," Apple finally made a mouse with a programmable button that could be used for right clicking.

Still, Apple hasn't fully embraced the right-click. Its new "magic mouse" is capable of right clicking, though users have to program the mouse to do so. The company even jokes that that the feature is available "if you're coming from a right-click world."

Millions in SOPA lobbying bucks gone to waste

Google blacked out its logo last week in opposition of the Stop Online Privacy Act and the Protect IP Act.

NEW YORK (CNNMoney) -- The controversial anti-piracy bills that attracted tens of millions of dollars of lobbying for and against the proposed laws ironically were killed by free publicity.

"Old" media companies spent huge sums of money in support of the Stop Online Piracy Act (SOPA) and the Protect Intellectual Property Act (PIPA). Those opposed -- Internet and "new media" companies -- lobbied hard and spent gobs too, though far less than their more organized rivals.

But Silicon Valley had a trick up its sleeve that trumped the millions of dollars more in lobbying muscle and the more established Washington presence of the old media guard: They reached out directly to their users for free.

Google, Wikipedia and others altered their homepages and websites in opposition of the bills last week, making the issue a topic of popular discussion across the country.

"The Internet really flexed their muscles during this fight, and their infrastructure helped them advocate their positions that others don't have at their disposal," said Michael Beckel, money-in-politics analyst at the Center for Responsive Politics.

It helped that the two bills were an issue that the public cared about. The opposition movement was trending on Twitter, and thousands of protesters joined in New York and San Francisco on Jan. 20 in opposition of the bills.

"When you have an issue that is salient, and the public cares about it, the money matters less," said Lee Drutman, data fellow at the Sunlight Foundation, a nonpartisan research organization. "Money matters more when it's a behind-closed-doors issue that hasn't faced much public scrutiny."

Lobbying analysts also note that it's really hard to change the status quo and pass legislation. Silicon Valley had the advantage of playing defense, which is a much better position to be in, experts said. There are so many hurdles to jump before a bill becomes law, so being on the opposition is always a good start.

A tech expert has figured out a way that hackers could take control of mobile phones and make calls or send out unlimited numbers of text messages.

Karsten Nohl, who runs Security Research Labs in Germany, told the Reuters news agency that while hackers have been able to stage such attacks on a small scale, he believes multiple phones powered by GSM technology could be compromised at the same time.

“We can do it to hundreds of thousands of phones in a short time frame,” he told Reuters.

Roughly 80 percent of world mobile phone users, including practically everyone in Germany, use GSM networks. Mass attacks against phones in the networks could be particularly insidious because users wouldn't realize their phones had been compromised until they received their monthly bill.

Nohl is set to present his findings at a Chaos Computer Club conference on Tuesday, although he will not be providing technological details.

He told Reuters that not all wireless providers are equally secure. Germany’s T-Mobile offers decent protection against hacking attacks, but other providers are much weaker, he said.

In any event, no wireless provider provides 100 percent protection against hackers, although many could improve their security simply by updating their software, he said.

“None of the networks protects users very well,” Nohl told Reuters.

The feelings of hunger that suddenly appear when looking at pictures of food are not all in the head – German researchers have shown they are in the blood too.

Scientists at the Max Planck Institute for Psychiatry in Munich showed that levels of a hormone which controls appetite increase when a person sees images of food.

They have suggested that people trying to lose weight should avoid seeing pictures of delicious food as far as they can.

The researchers led by Axel Steiger took eight healthy young men for the study, and measured the levels of ghrelin in their blood. The hormone not only controls appetite but also plays a role in digestion.

They recorded a rise in ghrelin levels when the men had been showed photos of pizza, schnitzel, ice cream or chocolate cake – despite the fact that they could not be physically hungry, having recently eaten breakfast, Die Welt newspaper said.

Other hormones associated with the metabolism such as leptin and insulin were not affected by the pictures – and levels of ghrelin did not change when the men were shown non-food pictures.

The symbolic protests by operations as diverse as the Green Party, the Chaos Computer Club and the popular German blog Spreeblick, mirrored the self-blockage of the English-language Wikipedia site.

It has been leading the charge against the proposed Stop Online Piracy Act (SOPA) and Protect IP Act (PIPA), currently winding their way through Congress.

Though major entertainment industry groups in the United States including the Motion Picture Association of America and large television and book publishers support the legislation, tech-focused companies including Google and Yahoo have come out strongly against it.

หลักการและเหตุผล
ไทยเป็นประเทศที่มีประวัติศาสตร์ ศิลปะ วัฒนธรรม ประเพณี ความเป็นไทยซึ่งเป็นเอกลักษณ์และสืบทอดมายาวนานไม่แพ้ชาติใดในโลก อีกทั้งคนไทยมีศักยภาพด้านความคิดสร้างสรรค์และมีความสามารถในการสร้างสรรค์ ผลงานให้เป็นที่ยอมรับในระดับโลกหลายวงการ เช่น ภาพยนต์ แฟชั่น โฆษณา และ แอนิเมชั่น เป็นต้น

อย่างไรก็ดี ภาพลักษณ์ของไทยในสายตาโลก คือ การเป็นฐานรับจ้างผลิตสินค้าให้กับนักลงทุนจากต่างประเทศมากกว่าที่จะสร้าง สรรค์หรือพัฒนาสินค้าหรือบริการของตัวเอง ทั้งยังต้องพึ่งพาความคิดสร้างสรรค์ และมีเทคโนโลยีจากต่างประเทศค่อนข้างมาก ทั้งที่ไทยมีศักยภาพด้านความคิดสร้างสรรค์ และมีเอกลักษณ์ความเป็นไทยที่โดดเด่นดังที่กล่าวมาแล้วข้างต้น

รัฐบาลตะหนักถึงความสำคัญของการขับเคลื่อนประเทศ โดยใช้นโยบายเศรษฐกิจสร้างสรรค์ เพื่อให้ประเทศไทยนำความโดดเด่น และศักยภาพข้างต้น มาเพิ่มมูลค่าให้กับสินค้า การบริการ และการส่งออกของประเทศไทย โดยได้มีการประกาศพันธสัญญาเศรษฐกิจสร้างสรรค์ เมื่อวันที่ 31 สิงหาคม 2552 โดยมีเป้าหมายที่จะผลักดันให้ไทยเป็นศูนย์กลางอุตสาหกรรมสร้างสรรค์ ในภูมิภาคเอเชียตะวันออกเฉียงใต้ และเพิ่มมูลค่าทางเศรษฐิกจของอุตสาหกรรมสร้างสรรค์จากร้อยละ 12 ของจีดีพีประเทศ เป็นร้อยละ 20 ภายในปี 2555 ซึ่งในการขับเคลื่อนประเทศไทยให้ไปสู่เป้าหมายดังกล่าว ได้ดำเนินโครงการไปแล้ว เช่น โครงการต้นแบบพสกนิกรไทย "ในหลวงกับการสร้างสรรค์" โครงการเมืองต้นแบบเศรษฐกิจสร้างสรรค์ โครงการประชาสัมพันธ์เสริมสร้างความเข้าใจเศรษฐกิจสร้างสรรค์ โครงการส่งเสริมการเรียนรู้ด้านเศรษฐกิจสร้างสรรค์สำหรับเยาวชน และโครงการพัฒนาศักยภาพของผู้ประกอบการด้านการออกแบบผลิตภัณฑ์ เป็นต้น

อย่างไรก็ดี โครงการที่กล่าวมาข้างต้น ยังไม่สามารถผลักดันให้ไทยเป็นที่รู้จัก และเป็นที่ยอมรับในสายตาโลกได้ว่าประเทศไทยเป็นศูนย์กลางอุตสาหกรรมสร้าง สรรค์ในภูมิภาคเอเชียตะวันออกเฉียงใต้ภายในระยะเวลาอันรวดเร็ว ดังนั้นจึงมีความจำเป็นที่จะต้องดำเนินโครงการมหกรรมเศรษฐกิจสร้างสรรค์นานา ชาติ Thailand International Creative Economy Forum (TICEF) เพื่อให้นานาชาติรู้จักว่าประเทศไทยเป็นหนึ่งในประเทศเศรษฐกิจสร้างสรรค์

รูปแบบการจัดงาน
เป็นการเชิญผู้เชี่ยวชาญที่มีชื่อเสียงเป็นที่ยอมรับในระดับโลกด้านเศรษฐกิจ สร้างสรรค์มากล่าวปาฐกถาพิเศษ ตลอดจนเชิญผู้เข้าร่วมงานจากทั่วโลกมาร่วมรับฟัง มีการจัดเสวนา อธิปรายกลุ่ม โดยเชิญผู้มีชื่อเสียง ด้านเศรษฐกิจสร้างสรรค์สาขาต่างๆ เข้าร่วม ตลอดจนมีการจัดนิทรรศการแสดงผลงาน Creative King ซึ่งจะเป็นผลงานสร้างสรรค์ของพระบาทสมเด็จพระเจ้าอยู่หัวที่เป็นแรงบันดาลใจ แก่พสกนิกรชาวไทย และนิทรรศการที่น่าสนใจจาก UNDP WIPO และ UNTAD พร้อมเปิดตัวโครงการ Thailand Planet

นอกจากนี้ จัดให้มีงานแสดงเทศกาลระหว่างประเทศ ในอุตสาหกรรมสร้างสรรค์ในสาขาที่ไทยมีศักยภาพและสามารถพัฒนาควบคู่กัน เช่น การจัดเทศกาลออกแบบนานาชาติกรุงเทพ (Bangkok International Design Festival) และเทศกาลกระจายภาพและเสียงกรุงเทพ (Bangkok Broadcast 2010) เพื่อเป็การประชาสัมพันธ์ให้ต่างชาติรับรู้ศักยภาพของอุตสาหกรรมสร้างสรรค์ ของไทย

การจัดมหกรรมเศรษฐกิจสร้างสรรค์ระหว่างประเทศ (TICEF) นอกจากจะเป็นเวทีสำคัญที่ไทยจะได้ประชาสัมพันธ์ถึงศักยภาพความพร้อมในด้าน ต่างๆ ของประเทศแล้ว ยังจะเป็นส่วนสำคัญในการช่วยสร้างความเชื่อมั่นของประเทศไทย ตลอดจนฟื้นฟูภาพลักษณ์ของประเทศไทย ด้านการท่องเที่ยว และด้านความพร้อมการจัดงานระหว่างประเทศอีกด้วย

กรมศิลป์ฯ จัดนิทรรศการเฉลิมพระเกียรติ ร.5 100 ปีแห่งการสวรรคต

กรุงเทพฯ 23 ต.ค.- กรมศิลปากร จัดนิทรรศการเฉลิมพระเกียรติพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว ณ อาคารถาวรวัตถุ เพื่อน้อมรำลึกถึงพระมหากรุณาธิคุณในวาระ 100 ปี แห่งการสวรรคต และเตรียมจัดนิทรรศการเคลื่อนที่ต่อในอีก 34 จังหวัดทั่วประเทศ

นายอภิสิทธิ์ เวชชาชีวะ นายกรัฐมนตรี เป็นประธานพิธีเปิดนิทรรศการเฉลิมพระเกียรติพระบาทสมเด็จพระจุลจอมเกล้าเจ้า อยู่หัว ณ อาคารถาวรวัตถุ ตั้งอยู่บนถนนหน้าพรธาตุ ใกล้กับอาคารกรมศิลปากร

นายนิพิฏฐ์ อินทรสมบัติ รัฐมนตรีว่าการกระทรวงวัฒนธรรม (วธ.) กล่าวว่า อาคารถาวรวัตถุ แต่เดิมเคยมีนิทรรศการเกี่ยวกับพระราชประวัติ และพระราชกรณียกิจของพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว แต่เนื่องในโอกาสน้อมรำลึกถึงพระมหากรุณาธิคุณในวาระ 100 ปี แห่งการสวรรคต กรมศิลปากรจึงปรับปรุงเพิ่มเติมพื้นที่การจัดแสดง เพิ่มประเด็นที่เกี่ยวข้องกับการพัฒนาประเทศไทยด้วยแนวพระราชดำริที่จะให้ สังคมไทยเกิดความเสมอภาค เท่าเทียมกัน และให้ทุกชนชั้นได้รับการศึกษา มีชีวิตที่มีคุณภาพตามพัฒนาการ และวิทยาการที่ทรงประยุกต์จากที่เสด็จประพาสต่างประเทศทั้งในทวีปเอเชียและ ยุโรป เพิ่มเติมข้อมูลเอกสารสำคัญในรัชกาลของพระองค์ ได้รับการประกาศขึ้นทะเบียนเป็นความทรงจำของโลก ได้แก่ เอกสารชุดพระราชหัตถเลขา โดยนิทรรศการเฉลิมพระเกียรติดังกล่าว จะเป็นนิทรรศการถาวร มีเนื้อหาสาระและสื่อจัดแสดงที่ทันสมัย หลังจากพิธีเปิดวันนี้ กรมศิลปากร เปิดให้ประชาชนทั่วไปเข้าชม จนถึงเดือนธันวาคม 2553 จากนั้นจะจัดนิทรรศการเคลื่อนที่ คัดย่อจากนิทรรศการถาวร ไปจัดแสดงใน 34 จังหวัดทั่วประเทศ นอกจากนี้ ยังมีการจัดนิทรรศการชั่วคราวที่ ลานพระราชวังดุสิต ระหว่างวันที่ 23-25 ตุลาคม 2553 ด้วย

นายนิพิฏฐ์ กล่าวต่อว่า คณะกรรมการอำนวยการจัดงานน้อมรำลึก 100 ปี วันสวรรคตพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว ตระหนักในพระมหากรุณาธิคุณที่ทรงมีคุณูปการแก่ประเทศชาติและประชาชน เป็นประเทศเดียวในภูมิภาคเอเชียอาคเนย์ที่รักษาเอกราชของชาติไว้ได้ คณะกรรมการจึงมีมติเห็นชอบให้ปรับปรุงอาคารถาวรวัตถุ ซึ่งพระองค์ทรงพระกรุณาโปรดเกล้าฯ ให้สร้างขึ้นเมื่อปลายรัชสมัย เพื่อใช้เป็นพระที่นั่งทรงธรรมในการพระเมรุมาศของพระองค์ มีพระราชบัญชาให้สมเด็จฯ เจ้าฟ้ากรมพระยานริศรานุวัติวงศ์เป็นผู้ออกแบบและแม่กองก่อสร้าง อาคารสร้างเสร็จในรัชกาลที่ 6 จากนั้นพระราชทานเป็นที่ตั้งของหอพระสมุดวชิรญาณสำหรับพระนคร ในรัชกาลที่ 7 ตึกถาวรวัตถุได้รับการปรับปรุงเป็นหอพระสมุดวชิราวุธเพื่อใช้เป็นที่เก็บ รักษาหนังสือตัวพิมพ์ ระยะต่อมาเป็นที่ทำงานบางส่วนของกรมศิลปากรในปัจจุบัน.- สำนักข่าวไทย

ธปท.หมดแรงต้าน บาทเปิตดลาดแข็งโป๊กแตะ 29.90 บาท/ดอลลาร์ ตามภูมิภาค-เงินไหลเข้าหนุน คาดวันนี้อยู่ที่ 29.80-29.95 บาท/ดอลลาร์

นักบริหารเงินธนาคารซีไอเอ็มบีไทย จำกัด (มหาชน) กล่าวถึงการเคลื่อนไหวค่าเงินบาทในวันนี้ (7 ต.ค.) ว่า เปิดตลาดที่ระดับ 29.90 บาท/ดอลลาร์ แข็งค่าจากเย็นวานนี้ระดับ 29.93/95 บาท/ดอลลาร์ หลังจากนั้นก็ยังคงทยอยปรับตัวแข็งค่าอย่างต่อเนื่องลงมาอยู่ที่ระดับ 29.88/90 บาท เมื่อเวลา 08.27 น.

"เงินบาทยังคงมีแนวโน้มปรับตัวแข็งค่าในทิศทางเดียวกับค่าเงินในภูมิภาค เนื่องจากได้รับปัจจัยหนุนจากเงินทุนต่างประเทศไหลเข้า"

สำหรับความเคลื่อนไหวของค่าเงินสกุลหลักต่างประเทศ เงินเยนอยู่ที่ระดับ 82.96 เยน/ดอลลาร์ ปรับตัวแข็งค่าจากระดับ 83.02/05 เยน/ดอลลาร์ ส่วนเงินยูโรอยู่ที่ระดับ 1.3911 ดอลลาร์/ยูโร ปรับตัวแข็งค่าจากระดับ 1.3864/3869 ดอลลาร์/ยูโร

ส่วนกรอบการเคลื่อนไหวค่าเงินบาทวันนี้ คาดอยู่ที่ 29.80-29.95 บาท/ดอลลาร์

สคร.เผยมติ คณะกรรมการเพื่อพิจารณาแนวทางการเพิ่มบทบาทภาคเอกชนในรูปแบบ PPPs เห็นชอบให้โครงการรถไฟฟ้าความเร็วสูง และโครงการทางพิเศษสายศรีรัช-วงแหวนรอบนอกกรุงเทพมหานคร ดำเนินการโครงการด้วยวิธี PPPs

นางสาวสุภา ปิยะจิตติ ผู้อำนวยการสำนักงานคณะกรรมการนโยบายรัฐวิสาหกิจ (สคร.) เปิดเผยภายหลังการประชุมคณะกรรมการเพื่อพิจารณาแนวทางการเพิ่มบทบาทภาคเอกชน ในรูป แบบ PPPs โดยมีนายไตรรงค์ สุวรรณคีรี รองนายกรัฐมนตรีเป็นประธานกรรมการ เมื่อวันที่ 25 มิถุนายน 2553 ว่า คณะกรรมการ PPPs ได้พิจารณาเกี่ยวกับ

- โครงการรถไฟฟ้าความเร็วสูง
- โครงการทางพิเศษสายศรีรัช - วงแหวนรอบนอกกรุงเทพมหานคร

เนื่องจากการ เปิดโอกาสให้เอกชนมาร่วมลงทุนกับรัฐบาล จะเป็นการลดภาระให้กับรัฐในการที่จะต้องจัดสรรเงินมาลงทุนในโครงการฯ ไม่ว่าจะเป็นเงินงบประมาณหรือเงินกู้ อีกทั้งเอกชนยังมีประสบการณ์และมีเทคโนโลยีที่ทันสมัยอันเป็นประโยชน์ต่อรัฐ และถ่ายทอดความรู้มาสู่บุคลากรของรัฐ

โครงการ รถไฟฟ้าความเร็วสูงซึ่งมีอยู่ 4 เส้นทาง มูลค่ากว่า 7 แสนล้านบาทนั้น สคร. ในฐานะฝ่ายเลขานุการฯ ได้นำเสนอกรอบแนวทางเบื้องต้นในการร่วมลงทุนกับเอกชนให้คณะกรรมการพิจารณา 4แนวทาง คือ 1.ให้รัฐบาลลงทุนทั้งหมด 2. เอกชนลงทุนเฉพาะขบวนรถและรับผิดชอบงานระบบรถไฟฟ้าและศูนย์ซ่อมบำรุง 3. เอกชนหรือบริษัทลูกลงทุน 50% 4. เอกชนหรือบริษัทลูกลงทุน 30% โดยมีรูปแบบการจัดเก็บ และการแบ่งรายได้หรือจ่ายค่าตอบแทนให้เอกชน ดังนี้

1.Net Cost Concession 2.Gross Cost Concession 3.Modified Gross Concession ซึ่งที่ประชุมได้มีมติให้ แต่งตั้งคณะอนุกรรมการเฉพาะกิจ เพื่อจัดเตรียมรายละเอียดในการจัดทำ Market Sounding เพื่อให้ทราบถึงความต้องการของภาคเอกชนทั้งชาวไทยและชาวต่างชาติว่า มีความสนใจในเส้นทางไหนและในรูปแบบการลงทุนเช่นไร ทั้งนี้การจัดทำ Market Sounding จะเปิดกว้างสำหรับทุกความคิดเห็น ซึ่งอาจจะก่อให้เกิดแนวทางและรูปแบบการลงทุนเพิ่มเติมและหลากหลาย นอกเหนือจากกรอบแนวทางเบื้องต้นได้

ทั้งนี้ได้ มอบหมายให้ รัฐมนตรีช่วยว่าการกระทรวงการคลัง นายประดิษฐ์ ภัทรประสิทธิ์ เป็นประธานคณะอนุกรรมการดังกล่าว และให้ดำเนินการให้แล้วเสร็จภายในเดือนสิงหาคม เพื่อนำเสนอคณะรัฐมนตรีเพื่อพิจารณาอนุมัติในหลักการภายในเดือนกันยายน 2553

สำหรับ โครงการทางพิเศษสายศรีรัช-วงแหวนรอบนอกกรุงเทพมหานคร ซึ่งเป็นทางด่วนยกระดับขนาด 6 ช่องจราจร ระยะทางรวม 16.7 กิโลเมตร ที่ประชุมได้มีมติเห็นชอบในหลักการให้ดำเนินโครงการด้วยวิธี PPPs เช่นกัน โดยรัฐบาลจะเป็นผู้สนับสนุนค่าจัดกรรมสิทธิ์ที่ดินจำนวน 9,564 ล้านบาท เพื่อให้โครงการฯ มีความเป็นไปได้ในการลงทุนด้านการเงิน

ทั้งนี้ ที่ประชุมได้มีมติในหลักการให้ดำเนินการตามกระบวนการที่กำหนดในพระราช บัญญัติว่าด้วยการให้เอกชนเข้าร่วมงานหรือดำเนินการในกิจการของรัฐ พ ศ 2535 และให้กระทรวงคมนาคมรับข้อสังเกตในการหาแนวทางการลงทุนในรูปแบบ PPPs ที่ดีที่สุดต่อไป

อนึ่ง ในส่วนของความคืบหน้าการดำเนินการจัดตั้งกองทุนพัฒนาโครงสร้างพื้นฐานไทย นั้น คณะกรรมการกฤษฎีกาได้มีมติการประชุมว่า การจัดตั้งและระดมทุนผ่านกองทุนฯ ของการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.) และการทางพิเศษแห่งประเทศไทย (กทพ.) สามารถทำได้เนื่องจากไม่ขัดกับ พรบ. จัดตั้งของทั้ง 2 หน่วยงาน

อีกทั้งไม่ อยู่ภายใต้บังคับของพระราชบัญญัติว่าด้วยการให้เอกชนเข้าร่วมงานหรือดำเนิน การในกิจการของรัฐ พ ศ 2535 อย่างไรก็ตาม ความเห็นดังกล่าวเป็นความเห็นเฉพาะกรณีของ กฟผ. และ กทพ. เท่านั้น ซึ่งการพิจารณาจะอยู่บนพื้นฐานข้อเท็จจริงของแต่ละโครงการและข้อมูลที่ สคร. ได้จัดส่งให้ ดังนั้น หากมีรัฐวิสาหกิจใด ที่สนใจจะจัดตั้งและระดมทุนผ่านกองทุนฯ ก็จะต้องมีการพิจารณาเป็นรายๆ ไป

สคร.เชื่อ มั่นว่า การลงทุนโครงการภาครัฐในรูปแบบ PPPs จะก่อให้เกิดการพัฒนาในโครงสร้างพื้นฐานต่างๆ ที่จำเป็นภายใต้งบประมาณที่มีอยู่อย่างจำกัด เพื่อประโยชน์อย่างสูงต่อประเทศชาติและประชาชนอย่างแน่นอน

ร่างคู่มือแนวทางการดำเนินโครงการลงทุนภาครัฐในรูปแบบ PPPs

ตามที่รัฐบาลมีความประสงค์ที่จะส่งเสริมให้ภาคเอกชนเข้ามามีส่วนร่วมในการลงทุนโครงการของภาครัฐในรูปแบบของPublicPrivatePartnerships (PPPs) ซึ่ง ถือเป็นการระดมทุนรูปแบบใหม่ที่มีผู้ให้ความสนใจค่อนข้างมาก และได้รับการยอมรับว่าช่วยลดข้อจำกัดด้านงบประมาณของภาครัฐ และทำให้รัฐบาลสามารถขยายการลงทุนในโครงการพื้นฐานต่างๆ ได้อย่างมีประสิทธิภาพและทันต่อความต้องการของประชาชน ดังนั้น สบน. จึงจัดทำร่างคู่มือแนวทางการดำเนินโครงการลงทุนภาครัฐในรูปแบบ PPPs (PPPGuideline) เพื่อให้ภาครัฐและภาคเอกชนมีแนวทางที่ชัดเจนที่สามารถนำไปใช้ประกอบการดำเนินโครงการลงทุนในรูปแบบ PPPs สบน. จึงขอรับฟังความคิดเห็นจากผู้ที่เกี่ยวข้องเพื่อให้ร่างคู่มือดังกล่าวมีความสมบูรณ์มากขึ้น

everybody need to keep healthy...me too...but sometimes it is tough to have nice drug that only be from advertise how to treat or prevent...as before i had been known as drug generic name is not difference value..but it difference cost because of brand and marketing of trade name...only that..that can separate the people who have more qualify and ingredient innovation inside one tablet...capsule or...soft gelatin capsule in difference way....of treatment in same diagnosis...??????? so ..now..i have no specific drug left in my pocket...and boring to go to waiting long way and long time of the day in government special clinic...so i try to tolerate????

Pfizer Guilty of Fraud Pays Largest US Health Fraud Settlement

Pfizer found guity of criminal fraud

Pfizer pleaded guilty to a felony crime for “…for misbranding Bextra with the intent to defraud or mislead.” Read more from the actual DOJ documents.

The feds relied heavily on evidence from a half-dozen whistleblowers who give testimony that eventually proved Pfizer fraudulently marketed Bextra. This settlement is the largest health fraud settlement in U.S. history.

What Pfizer did was ask the FDA for the approval of Bextra to be used for several diseases and conditions, but the FDA refused those approvals. Pfizer then went ahead anyway and off-label marketed the drugs for those diseases and conditions.

The key whistleblower was West Point grad John Kopchinski, who was hired by Pfizer as a sales rep when he left the Army in 1992. Kopchinski, 45, was fired by the company in 2003.

Kopchinsk was talking with lawyers by then about evidence he had accumulated on how Pfizer was marketing Bextra, a painkiller withdrawn from the market in 2005 amid safety concerns.

WEDNESDAY, Sept. 2 (HealthDay News) -- In what it calls the largest health-care fraud settlement in U.S. history, the Justice Department said Wednesday that pharmaceutical giant Pfizer Inc. and a subsidiary have agreed to pay a $2.3 billion penalty for illegally promoting certain drugs.

Those drugs included Bextra, part of a group of painkillers called Cox-2 inhibitors, which Pfizer pulled from the market in 2005 after reports of potential heart risks to patients.

The other drugs were Geodon, an antipsychotic; Zyvox, an antibiotic; and Lyrica, an anti-epileptic drug, the Justice Department said in a news release.

ตำรา ที่รวบรวมความรู้เกี่ยวกับว่าน ใน ปี พ.ศ. 2476 หลวงประพัฒน์สรรพากร รวบรวมหนังสือชื่อ ตำรากระบิลว่าน จนเป็นที่ยอมรับในหมู่นักเล่นว่านและนับว่าเป็นตำราที่ให้ความรู้เรื่อง ว่านอย่างสมบูรณ์ที่สุด แม้ราชบัณฑิตสถานยังยอมรับและใช้เป็นหนังสืออ้างอิงในการชำระพจนานุกรมฉบับ ราชบัณฑิตสถาน โดยนิยามไว้ว่า "ว่าน คือพืชที่มีหัวบ้าง ที่ไม่มีหัวบ้าง ใช้เป็นยาบ้าง ใช้อยู่ยงคงกระพันบ้าง" เห็นได้ว่าความหมายตามพจนานุกรม ว่านคือพืชที่มีหัวหรือไม่มีหัวก็ได้ บางชนิดปลูกเพื่อใช้เป็นยาสมุนไพร เป็นเครื่องรางของขลัง ป้องกันอันตราย พิษสัตว์กัดต่อย ยาเบื่อเมา ยาสั่ง ยาเสพติด สามารถดับพิษร้ายให้หายได้ ว่านแต่ละชนิดมีคุณานุภาพบันดาลให้เกิดผล เกิดโชคลาภ ทำมาค้าขึ้น เงินทองไหลมาเทมา มีคนเคารพนับถือ มีความเชื่อกันว่าการปลูกเลี้ยงว่าน ถ้าทำให้ถูกต้องตามพิธีการ ให้ความสำคัญว่าว่านเป็นของศักสิทธิ์มีอิทธิฤทธิ์ ก็ต้องมีพิธีมากกว่าการปลูกเลี้ยงธรรมดา เพื่อให้เกิดความเป็นสิริมงคลแก่ผู้ปลูกเลี้ยงและเป็นการเพิ่มฤทธิ์ธานุภาพ ให้แก่ว่าน เช่น เวลารดน้ำต้องเศกคาถากำกับเป็นบทเป็นตอนต่างกันไป สามจบ เจ็ดจบหรือตามอายุของผู้ปลูกเลี้ยงแล้วแต่ชนิดของว่าน การขุดก็ต้องทำในวัน เดือน ต่างๆ กัน ทั้งข้างขึ้น ข้างแรม เช่น การขุดเก็บว่านมักเลือกวันอังคาร วันใดวันหนึ่งในดือนสิบสองหรือไม่เกินวันพุธข้างขึ้นของเดือนอ้าย เวลาขุดใช้มือตบดินใกล้กอว่านหรือต้นว่าน แล้วเศกคาถาเรียกว่านไปตบดินไปจนจบคาถา จึงคอยขุดนำหัวว่านขึ้นมาปัจจุบันผู้ที่ให้ความสนใจว่านไม่เพียงชื่นชอบ เหมือนผู้เลี้ยงว่านในสมัยก่อนเท่านั้น แต่ยังให้ความสนใจในเรื่องต่างๆ ที่เป็นประโยชน์ในด้านอื่นๆ หลายรูปแบบ รวมทั้งการสนใจว่านในเชิงพฤกษาศาสตร์ ซึ่งมีการจัดแบ่งว่านได้ถึง 34 วงศ์ (Family) 512 สกุล (Genus) และ กว่า 1700 พันธุ์ (Species) มีทั้งว่านที่ให้ประโยชน์ทางยาสมุนไพรรักษาโรค ว่านที่มีชื่อเป็นมงคลนำมาปลูกเป็นไม้ประดับ ซึ่งมีความเชื่อว่าว่านเหล่านี้เมื่อปลูกเลี้ยงแล้วจะส่งผลให้ทำมาค้าขึ้น นำโชคลาภวาสนา มาสู่ผู้ปลูกเลี้ยง เช่นว่านที่เว็บไซท์ ๑๐๘ พรรณไม้ไทย นำเสนอนี้เป็นเพียงบางส่วนของว่านที่เป็นมงคลนาม มีความสวยงาม และเป็นที่นิยมของผู้ปลูกเลี้ยงทั่วไป

The IIF said that international coordination of reforms would be essential, given the global nature of financial markets. National authorities, the IIF added, should roll back uncoordinated emergency measures that had contributed to fragmentation of the global financial system.

Despite the G20's commitment to global coordination at the London Summit, the strengthening of the international financial system is being put at risk because governments have been introducing regulatory measures with a decidedly national orientation and without close international coordination.

"Only the G20 has the authority to mobilize coordinated action to address this challenge to the global financial system," the IMF said. "We would urge G20 leadership in commissioning a major effort to carry this forward, and the private sector stands ready to assist in such a crucial project."

The G20 leaders may applaud the end of the recession, but they know that hard work to reshape the financial system still lies ahead.

Undoubtedly, there are uncertainties. But one thing is certain: Political awareness of coordination will determine the future of international financial reforms.

I firmly believe that Japan has the capacity to play an even greater role in the United Nations, and above all at the Security Council, as a "bridge" among various countries. Japan will continue to engage actively in the intergovernmental negotiations on Security Council reform, pursuing the expansion of both permanent and non-permanent membership and Japan’s permanent membership in the Council.

สมคิด เตือนรัฐบาลหยุดเร่งจีดีพี หันมาสร้างความน่าเชื่อถือของประเทศก่อนตกเวทีโลก

กรุงเทพฯ 19 พ.ย.- นายสมคิด จาตุศรีพิทักษ์ อดีตรองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง กล่าวปาฐกถาพิเศษ "คิดใหม่ เศรษฐกิจไทย" ว่า ปี 2553 เศรษฐกิจโลกฟื้นตัวแน่นอน และจะเป็นผลดีต่อการส่งออกของไทยให้มีแนวโน้มดีขึ้น แต่การลงทุนและการท่องเที่ยวยังไม่ฟื้นตัว สิ่งที่รัฐบาลต้องเร่งทำในขณะนี้คือ การสร้างความน่าเชื่อถือให้กับประเทศไทย หรือ (Thai Trust) ซึ่งมั่นใจว่าประเทศไทยทำได้ ขอให้มีความตั้งใจจริง รัฐบาลต้องเร่งกำหนดยุทธศาสตร์แห่งอนาคต เพื่อสร้างความเชื่อมั่นให้กับประชาชน คิดใหม่แล้วต้องทำเลย เพราะที่ผ่านมาประเทศไทยเสียเวลากับเรื่องที่ใม่เป็นเรื่อง และที่ให้ความสำคัญกับตัวเลขของการขยายของเศรษฐกิจ หรือจีดีพี มากเกินไป หากประเทศไทยมีความน่าเชื่อถือก็จะมีการลงทุนเข้ามามากขึ้น อัตราการขยายตัวของเศรษฐกิจก็จะตามมา ค่าเงินก็จะมีเสถียรภาพ "หากไทยยังมุ่งในเรื่องที่ไม่เป็นเรื่อง จะกลายเป็นประเทศที่ไม่มีนัยสำคัญของโลก ขณะนี้ประเทศไทยไม่ได้เป็นแกนหลักของกลุ่มประเทศอาเซียนแล้ว แต่กลับเป็นประเทศอินโดนีเซียที่สามารถใช้โอกาสจากวิกฤติเศรษฐกิจ ปี 2540 ปฏิรูปเศรษฐกิจ และสร้างเสถียรภาพทางการเมือง จนเป็นประเทศที่ได้รับการยอมรับว่าเป็นประเทศที่มีประชาธิปไตยที่เข้มแข็ง และมีโครงสร้างเศรษฐกิจที่น่าลงทุน ดังนั้น รัฐบาลต้องเร่งสร้าง Thai Trust ไม่ใช่ High Growth" นายสมคิด กล่าว

Roadrunner supercomputer maps HIV family tree

Researchers are using IBM's Roadrunner to analyze tens of thousands of genetic sequences from individuals with HIV.

Physicist Tanmoy Bhattacharya and HIV researcher Bette Korber are creating an evolutionary genetic family tree based on samples taken by the international Center for HIV/AIDS Vaccine Immunology consortium, in order to compare the evolutionary history of more than 10,000 sequences from more than 400 people with HIV.

If they can identify common features of the virus as it is transmitted, researchers might be able to create a vaccine that recognizes the virus before the body's immune system reacts to--and mutates--it.

What already sounds like a lot of data, however, could balloon further, hence the importance of Roadrunner. "We are at the cusp of being able to obtain more than 100,000 viral sequences from a single person," Korber said. "For this new kind data to be useful, computational advances will have to keep pace."

Roadrunner, developed by IBM for the Department of Energy (and occupying about 6,000 square feet at the Los Alamos National Laboratory in New Mexico), first broke the petaflop barrier (which means it performed more than one million billion calculations per second) in May 2008. It may soon be known for helping develop a "specially designed" HIV vaccine, Bhattacharya says:

The petascale supercomputer gives us the capacity to look for similarities across whole populations of acute patients. At this scale we can begin to figure out the relationships between chronic and acute infections using statistics to determine the interconnecting branches--and it is these interconnections where a specially-designed vaccine might be most effective.

In addition to helping map the HIV genetic tree, Roadrunner has also recently simulated the Big Bang in an attempt to better understand dark matter, calculating the physics behind 64 billion proto-galaxies, each about the size of a billion of our suns. Once it crunched those numbers (all in a day's work, right?), Roadrunner's results predicted five times more dark matter than astronomers have thus far observed.

Supercomputers at JSC

Jülich Supercomputing Centre provides high performance computer capacity for scientists at the Research Centre Jülich, at universities and research laboratories in Germany - and partly in Europe - as well as for industrial partners. Access to the supercomputers is given through the John von Neumann Institute for Computing.

This comprises the operation and especially the development of the supercomputers and the technical infrastructure, the data storage, visualisation systems, networks and software. A further important task is the user support and education.

China joins supercomputer elite

Jaguar has taken the top slot from Roadrunner

China has become one of a handful of nations to own one of the top five supercomputers in the world.

Its Tianhe-1 computer, housed at the National Super Computer Center in Tianjin was ranked fifth on the biannual Top 500 supercomputer list.

The machine packs more than 70,000 chips and can compute 563 trillion calculations per second (teraflops).

It is used for petroleum exploration and engineering tasks such as simulating aircraft designs.

However, the fastest machine is the US-owned Jaguar supercomputer, which now boasts a speed of 1.759 petaflops.

One petaflop is the equivalent of 1,000 trillion calculations per second.

The Cray computer has more than 220,000 chips and is owned by the Oak Ridge National Laboratory in Tennessee. It is used to conduct research in climate science, materials science and nuclear energy amongst other areas.

It has taken the top slot from another US machine, nicknamed Roadrunner.

The IBM computer is owned by the Department of Energy's Los Alamos National Laboratory in New Mexico and was the first machine to push through the petaflop barrier.

It is currently able to run at 1.042 petaflops and uses the powerful "cell" chip designed for the PlayStation 3.

It is used to monitor the US nuclear stockpile, as well as conduct research into astronomy, genomics and climate change.

The Top 500 list is dominated by machines in the US, which is home to 277 of ranked systems. It has eight of the top 10 machines.

Europe has 153 systems on the list, including the world's fourth most powerful machine. The IBM BlueGene/P supercomputer at the Forschungszentrum Juelich (FZJ) in Germany is the fastest machine outside the US and is able to run at more than 800 teraflops.

The UK has the largest number of European machines on the list, with 44 systems.
